Q1: While the SOS has a future function in the electoral process, other than giving directive and intervening in certain matters, the SOS doesn't conduct local elections, right? And doesn't count ballots, right?

Judge is asking whether Trump sued the correct party (i.e. should Trump have sued the local county officials instead of the Secretary of State?)
