1) Centralisation isn’t good. EVM rigging allegations often come up in India. In the US, each state has their own system & procures their own voting machines.
2) They’re counting millions of mailed-in (paper) ballots manually after individual authentication.

Mailed-in ballots:
Each worker there has to go through them one by one. Check whether both the envelopes are intact or not. If the outside envelope is a little off, then get up & inform the senior. They also have to authenticate every signature on each ballot. Millions of them.
And of course, there’s the simplistic answer of Indian elections happening in phases.
