The today Trialogue on the #EU #RuleOfLaw #Conditionality mechanism achieved a compromise between @Europarl_EN & @EU2020DE.
I wouldn't call the compromise a "a strong & robust #RoL mechanism" as the #EP does, but it could be worse.

4) Scope remained narrow, although broadened in comparison to the @EU2020DE proposal.
The "breaches of the principle of RoL" should be sanctioned if they "affect or seriously risk affecting” the budget “in a sufficiently direct way" :-(((((

5) preventive aspect of the mechanism provided ("risk affecting") - check

7) #Council must adopt measures within a period of 1(-3) months - essential

8) emergency brake - tragic, but due to the need for consent, #EUCO will hopefully remain a lame duck on the issue (see July EUCO "compromise") and cases will be referred back to Council

And now, let see whether Hungary and Poland really refuse the ratification of the #OwnResources Decision.
