The Deputy SOS for Elections say the vast majority of election results are already in, but he also points to Assembly Bill 4 which required that all active registered voters be sent a mail in ballot.

I asked him whether AB4 resulted in inefficiency. He said he thinks the process is efficient and it resulted in a record number of voters mailing in their ballots.
