When people cast their vote, they are actually voting for a group of people known as electors.These electors, appointed by the states and are pledged to support the presidential candidate the voters have voted for.
Each state’s number of electors is determined based on its population.For example the state of California has 55 electors representing 39.5 million population.
The popular vote determines which candidate wins the entire roster of a state’s electors.If Biden has the popular vote in California, he will get all the 55 electoral votes.

What Happens if No Candidate Gets 270 Electoral Votes?
In the rare event that no candidate gets the needed 270 electoral votes, the decision would go to the House of Representatives, who would vote to elect the new President from among the top three candidates.
