Don't underestimate the reach and coordination of these non-profits and community organizations. They share software platforms with eachother, and share lists of people with collected personal data.

This survey in particular admitted to collecting PII and putting it into the community activist applications. They also ran a brief survey through a very left leaning polling site in California.
So...why would they be using 2016 Pres vote information for Cares Act fund distribution?

2020 Federal election was just around the corner. This would be an excellent way to target individual voters for follow up and help with mail in votes. Or just voting in general.
Forget about the the Nashville's misuse of Cares Act funds for a moment. They spent half a million dollars for this.
