Everything in a defense needs to tie. The hand wringing over pass rush vs coverage misses the important point that they have to fit with each other.

They clearly don't here.
Here's the problem. Bengals are running a simple slant/flat combination.

Titans bring simulated pressure. Orr rushes from the slot position. They are also trying to disguise coverage. They show 2 high, and will roll to cover 3 post snap.
Orr would normally be the flat defender in cover 3. By rushing him, and disguising Byard as a deep safety, you're asking Byard to have to cover 10 yards to cover an area that's usually reserved for quick throws.
What happens is an easy pitch and catch that goes for 8 yards. Yes, maybe they could have triggered quicker on the ball, but this puts Byard in a very difficult spot to make a play.
This crowded front is a familiar look on 3rd downs for the Titans. They try to disguise coverage and pressure frequently in those situations.

But, given the team's woes on 3rd down, perhaps it's time to rethink that strategy some.
