Back to India for minute. This is why India is not going to be a truly great power anytime soon. It cannot accurately assess its threat environment and over what time horizons, figure out the capabilities it needs to manage those threats and translate those acquisitions.
Nor can it undertake the political issues of force modernization and consolidation of weapons systems. Both personnel costs and logistical costs of redundant, differently-sourced and incompatible weapons system chew up the budget and leaves India few options other than piece-meal
acquisitions. Worse, it figures out a purpose for a major weapons system only after the acquisition has begun.
