Generally, provisional ballots need to be "cured" before they will be counted.

More accurately, probably "most" states, but I don't know rules in all the states offhand.
Any of the states I've worked in require a provisional ballot to be cured before it will be counted. They also tend to be counted later.
The main thing is we want all ballots counted.
