Why is the City/Mayor's Office now giving them £7500 to do analysis work? What analysis do they provide that the officers can't?

Here they issue an invitation to the Bristol Diocese to join the One City Plan Climate group... I guess because of their knowledge of what to do with big floods.

The Paul Hamlyn Foundation has provided grant money around the country.
What agendas do they follow and why are these unelected organisations allowed to do so? It's good to support the most vulnerable. It's a shame that councils are so underfunded that it's down to the whim of philanthropists. And how do they exercise their power?
Another topic raised in the emails is 'ending destitution'.

The government -- I guess in the spirit of Big Society -- are promoting this type of link up with charities.
