My two cents on Berhalter and recruiting duals:
He took over operations sometime around mid-2019 and started to delegate contact. Dual contact ramped up after the GC final. In 2020, he went with a young Jan camp with a few duals.

When the pandemic hit, he started contacting every dual they had info on. Even u15s.
This takes lots of patience. Patience some coaches w/ tons of top-flight Euro experience might not have.
