First and foremost - it is completely normal to not get complete or conclusive election results tomorrow night.
It does not mean bad things, or that something is amiss.
As of now, around and above 95 million people have already voted in this election.

Regardless of timezones, we now have States with different ways of counting their ballots and election leaders announcing they are waiting to count mail in ballots until AFTER election day voters (ex: Penn.).
Some states count ED votes and then add Early & VBM to their totals-

Others will show votes in any order.
Which means - CHILL OUT when you see returns.

So...what makes an election official then?
Nearly every news source will be using a third party analyst and/or relying on AP (The Associated Press) to predict as much as possible from the CONFIRMED and COUNTED data the likelihood of each state's electoral vote.

They, however, are not the official say nor is someone the official President-Elect based on announcements alone.
I will make this as brief as humanly possible of the most obtuse democratic election process in the modern world:

We, the People, basically vote to elect electors who then elect the President-elect.

2) All 50 Governors prepare their state's Certificate of Ascertainment.
This is then submitted to the US Archivist (who has been preparing for this election since Oct)

THEN - each State's Electoral College electors meet in DC to formally cast their vote.
WHICH IS NOT UNTIL December 14, 2020 this year.
This allows full tabulation of votes, official records to be set, and potential recounts to be had due to close calls or otherwise.

Best example of where this was handy and used - in Florida during the 2000 Presidential Election.

Okay, so now for the hypotheticals:
Let's say Biden wins and Trump says - no way, I'm still Prez - the election is rigged.
(Remember about the counting order & how that will skew results for a time. He and his aides have said they will use this as a "fake news" ploy.)

1) If there is a rogue elector or a play by Trump to "take over" the results before December, there was a 2020 recent ruling from the Supreme Court enacting "loyalty laws" in 33 states & DC.

2) Many initiatives to invalidate the vote by mail results have already been tried and failed. Could continue post election but may not happen in states where it can change in a Republicans favor - due to Dem executive leadership or Secretary of States or just time in the courts.
3) Trump cannot declare himself the winner.
