Active Killer Response Framework

I planned to do a series of info sheets, but I’m concerned about certain tactical information falling into the wrong hands. Instead, I will post what to do if an active killer is present.

Please RT, and ask questions if you have them.

An active killer is an individual intent on taking lives, often indiscriminately, using any method available to them (firearm, edged weapon, and vehicle ramming being the most common)

It’s worth noting that active killers typically will not stop, until killed or arrested.

The survival framework can be broken down into three phases:

1 - Run
2 - Hide
3 - Fight

The keys to implementing these phases successfully are contingent on positive situational awareness, and early recognition of an active threat.

Denial delays your reaction time.

Phase 1 - RUN

Get away. Your safety is dependent on your ability to react while remaining situationally aware.

Do not necessarily follow the herd. People may be running towards the threat.

Identify the threat, and move off of the line of attack (perpendicular).

Concealment prevents visual detection. Cover impedes projectiles.

Move from cover to cover, if necessary.

Note (in advance) alternate routes (windows, HVAC, etc) that could be used to escape. We do not assess or improvise well under stress.

Phase 2 - HIDE

If your escape is blocked (and only if), look for a good place to hide AND barricade. You should aim to create a hardpoint, which is too much trouble for the attacker to bother with.

Hiding under a desk is not a hardpoint. Getting into a closed room IS.

Barricade/lock the door, using furniture or heavy items. Hydraulic closures can be tied off, to make opening the door difficult.

Turn off the lights.

Set your cell phone to silent.

Lay on the floor.

Mentally prepare yourself to FIGHT.

Phase 3 - FIGHT

You need to prepare mentally for combat. This is a personal choice, but one which is potentially critical to your survival.

Your attacker is not looking for dialogue. They are there to kill you, and what you do in response will likely dictate the outcome.

Position yourself close to the entry point of the room. It’s counterintuitive, but the best place from which to ambush someone as they cross the threshold.

If there are multiple people with you, you should quietly coordinate and plan your response

If the attacker has a firearm, focus on grabbing and directing the muzzle away from you. Use a two handed grab. If you grab closer to the muzzle, you will have the advantage of leverage.

Keep your body close to the attacker, and move with them.

If the attacker has an edged or impact weapon, ambushing them at close quarters is less predictable.

In this situation, your best offensive option is to use a bludgeoning tool with greater reach than their weapon.

Strike at the wrists/hands.

Do not give up, or see your situation as hopeless.

Fight for your life.

Use improvised weapons from your environment, as necessary.

Use the element of surprise.

Be vicious. Your life depends on it.

Be alert for additional attackers.

Survival Tips

As you run/evacuate, do not have objects (cell phone, etc) in your hands that law enforcement (LE) could mistake as a weapon.

Expect that you will be arrested at gunpoint.

Moving off of the line of attack quickly is better than zig zagging.

Learn the basics of tac medicine (TECC/TCCC or equivalent)

Be aware of your surroundings and changes to them.

Trust your instincts.

Breathe deeply (tactical breathing 3-3-3 seconds in-hold-out) to control your heart rate.

Stay in the fight.

Folks will argue that this framework wouldn’t be necessary if there were no guns. That is patently false, as we can see around the world.
