Drilling into a City of Vancouver staff report: Climate Emergency Action Plan (CEAP). Wondering why carbon sequestration in the report is limited to bio-sequestration (which is insufficient on its own). Why are there no substantive references to sequestration technologies?
Appendix P of CEAP states: "Right now, understanding around carbon sequestration is in its infancy." I'm wondering how accurate this statement is and whether it only reflects bio-sequestration strategies? What about tech strategies? The report seems silent on this point.
I also note that half of the $500 million cost estimate for CEAP is currently unfunded (hence proposed charges for residential parking etc.). And the funded half appears to mostly come from CACs (and there's a move away from CAC-generating condos to rental stock).
There's also a large assumption that federal and provincial dollars will flow in to pay for a big chunk of CEAP. Is that a supportable assumption given the unknowns still associated with COVID-19? It just feels like there's a few missing pieces in CEAP, and not just the dollars.
