(1)IMO a lot of UK Covid-19 problems are caused by a fundamental misunderstanding of how the virus was controlled in Wuhan : Many of the new emergency hospitals were made to isolate & tend to the poorly, not treat the most seriously ill: The 3rd part of Test-Trace-Isolate is key
(2)Wuhan started with a big "Lockdown" but worked back by Test-Trace-Isolate (like temperature checks throughout the city) to chase the virus. In the UK we made a huge mess of Test & Trace, but also created no effective way to isolate.
(3) The UK (& EU) assumption was there was no need for Wuhan-style "Fever Hospitals" for the poorly (but not dangerously ill) to isolate. This may be correct, but we didn't create any equivalent - no real system of wage guarantee/nurse visits/help with childcare, shopping etc
