Voter fraud is when all the ballots are not counted.
It's a curious thing that in English, noun phrases with "fraud" usually show the other phrase element to be the victim, not the perpetrator of the intentional perversion of the truth.

'bank fraud' = fraud perpetrated against a bank
'credit card fraud' = fraud perpetrated against a credit card firm

'insurance fraud' = fraud perpetrated against an insurer

'Medicare fraud' = fraud perpetrated against Medicare
'academic fraud' = fraud perpetrated against academic principles or honesty

'election fraud' = fraud perpetrated against the honest conduct of an election
You could argue that, say, banks and Medicare are institutions, not individual actors.

But how about:

'consumer fraud' = fraud perpetrated against the consumer
