Unlike other avex artists. SM still had huge control over BoA's career. Lee Soo Man was the excutive producer of all of her albums from 2001-2008.
Avex was taken back by BoAs success of her debut album. Which almost sold over a million copies.
This was an important time for Avex, as other Avex stars like Ayumi Hamasaki were experiencing a small decline in sales and they needed more artists.

Due to BoA's success in Japan. BoA and Max Matsura have a good relationship, still to this day.
In 2014 whilst promoting singles off her Who's Back album.
Avex told BoA that they would like her to promote more in Japan.
SM and BoA both said No.
Despite this Avex still gave BoA somewhat good promotion during the Who's back era. Alot of the promotion being quite inventive.

AVEX privated the Masayume Chasing and Shout it out music videos. Both which had millions of views, and made in unavailable for anyone outside Japan.
Why Avex did this? Who knows.

Avex also botched the release of Who's Back? By deleting all trace of the album on the website days before the release.

Since then BoAs activities in Japan have declined. With the exception of her Meri Kuri lives.
Avex no longer uploads BoA's music video for new singles. This all done by SM.
There could have been a possible falling out with SM and Avex. Which has led SM to take more control.

As long as BoAs contract with SM exists, her contract with Avex will probably stay in place.
But clearly SM taking over the reigns of her Japanese career and Avex not doing anything, despite saying they were interested in BoA promoting more.
