If the HI threshold is 2/3's there will be 87% infected if left to itself. Instead, to get there quickly and economically what you want to do is let the virus run initially and then switch to a hard lockdown to 'land' the economy at exactly HI and zero infections. [2/3]
In other words, there is a herd immunity strategy (based on inaction) and a herd immunity strategy that gets you higher economic activity and lower deaths. The latter requires a hard lockdown at the end with some precision timing. So much for libertarianism. [3/3]
