The ACA created an exchange to make buying insurance easier. People can also sign up with brokers or insurers.

Today the Trump administration approved a Georgia waiver to eliminate the exchange. This doesn't give people more options. It just makes getting insurance harder.
Here is the letter from the Trump administration approving Georgia's waiver to eliminate http://healthcare.gov  as an option to get insurance. It's unusual for such a waiver to be approved on a Sunday (which is also the first day of ACA open enrollment).

Georgia's ACA waiver also includes a reinsurance program, which will decrease individual insurance market premiums. It's something many other states have done.
