It's time to elucidate what peaceful town level civil rebellion is. Gather 500-1000 families and conduct mass recall of all sitting officials in your town. From there, ask county and state officials to step down. Needs to be locals in every town and simultaneous but it will work.
It's neither a protest nor the pseudo-democratic political process of a similar name which is simply a petition to government. Should be obvious to those of us aware of the situation that such approaches cannot work. We have no confidence in legislators to act in good faith.
There's no legal recourse or legislative corrective action to end tyranny. Reason to bring families is because, in towns, it's likely police are still mostly family, neighbors, and friends. This will minimize the likelihood of mass slaughter. It's also reason to ignore cities.
The primary idea is that no government could claim consent with all of its towns in open but orderly revolt. National governments would be unlikely to declare open war on the the whole of the population. Such a move would immediately discredit all of its supposed justifications.
If a government did decide to deploy weapons of mass destruction against its own population, it would not last long and they could not kill all of us that way anyway. If they would do that, it would better to find that out now than to wait for them to further consolidate forces.
Members of military would not be predisposed to act on orders of that nature anyway with every town in revolt. It's probable that a large proportion of military is still comprised of citizens of the country's military in which they serve. We need to act before even that changes.
Purpose is to remove all sitting officials in every town. Apprehend every single person who's employed by state in any capacity. Many will cooperate as many are sympathetic to the cause and may possess critical intel on plans or procedures which will assist in removing superiors.
I believe the challenge is to get the information out to as many people as possible since it won't be possible if people aren't aware of it. We want to avoid the chaos likely to ensue if frustrated people simply act without coordination or idea of what expected outcome should be.
That said, I do not think that this should be or even could be a centrally directed movement. It's just too easy to subvert, extort, threaten, or kill potential leaders. We also don't want to end up with a dictator which is highly likely if it becomes a "revolutionary" ideology.
Goal is to re-establish towns as the basic polities for public organization. They are the smallest possible organizational structures which can be managed by local populations. In short, it's a decentralization movement, nothing more. Each town will decide how to move forward.
