Of course households near coasts and rivers are aware of risks. They lived their entire lives along these hazardous areas so they make calculated actions (evacuating at the last minute, etc.)
Why though? Assets. For informal communities, assets and housing location security. Because they live under informal tenure arrangements, they cannot leave their houses with no one left to secure that that plot is where their house is located.
The morning after a typhoon, if no one is there to secure the plot, neighbors may claim several inches, or big actors may fence off properties
Evacuation is usually gendered - females will evacuate with the minors, while male members will stay behind.
It is important that LGUs do preemptive evacuations with the information available to them (PAGASA advisories, media, etc.) A pasaway narrative is not helpful.
