No chain is provided, and you find the exact same words attributed to another 'Abd Allah : Ibn 'Amr ibn Al-āṣ, and the the text contains "he means the muwaḥḥidīn"
Saying that God informed us of what he wants regarding the people of paradise but did not inform us for people of hellfire is just an innacurate statement.

Ash'aris believe that God *in theory* could put whoever he wants in hell and whoever he wants in paradise, but they don't believe that there is a possibility that it actually happens because God decreed that good people will go to paradise and bad people in hell.
So Al-Rāzi explains that Jesus's statement only is underlining God's perfect and total control on His creation, not that there does not exist a divine decree against wrongdoers.
