A critical weakspot of the S-300P and S-400 series is that the battery becomes dysfunctional if the single X-band PESA engagement radar is neutralized
This seems to have been unacceptable during Irans Bavar-373 R&D
Solution
using Abakan-like TELARs instead of simple TEL

The new Russian Abakan ABM system is in that sense very similar to the Bavar-373, just that the mast cant be seen in yesterdays photo
A low cost solid state, mechanically steered antenna will allow ranging and illuminating.
A thermal sight
passive detection + angular tracking

In the Abakan system the mast mounted radar is it's main sensor.
In Bavar-373 the mast would be for autonomous TELAR operation and battery-level redundancy.
It could be "low-end" and for lower range "emergency" engagements.
Main enabler
Low cost, long range thermal cameras
