The International Monetary Fund (IMF) is an organization of 189 countries, working to foster global monetary cooperation, secure financial stability, facilitate international trade, promote high employment and sustainable economic growth, and reduce poverty around the world.
The IMF offered financial assistance to its 189 member countries in light of the massive economic strain this virus will inevitably have world wide in the light of early reports from the WHO suggesting it will kill multiple millions and devastate economies world wife as a result

The world bank is also offering this same support to developing countries
One developing country The World Bank supported was Belarus, with a €90M package to help with measures to limit the spread of covid 19
The Belarus President Aleksandr Lukashenko later rejected the €90 (which later reportedly rose to €904 to get them on board) due to the additional conditions required to receive the relief fund, being 'unacceptable'
These extra conditions were the requirement to follow Italy model to combat covid 19.
President Aleksandr Lukashenko went on to mention what this model included quarantine measures, isolation and curfews.
Another report expanded on president Aleksandr Lukashenko words by saying the isolation methods included mandatory masking of their civilians and extensive lockdown measures to crash the economy
The reports were translated from this conference in Belerus
It would be a logical assumption then, that the IMF and World Bank have offered this relief in return for these conditions being met across the world.
