I wouldn't go that far. But I would argue lock down could have been weeks not months with under 10,000 deaths. All we needed to do was follow what the whole world did on airports.

Controlled locally
Staffed locally (hint new jobs)
Mandated including using apps
Daily reporting of temperature and sense of taste/smell
Symptom quarantine
Paid quarantine
Police if you evade.
Rules otherwise disappear, lockdowns very rare.

We require mandatory use of apps and symptom monitoring.

You accept in airport checking, testing and monitoring with follow up for 2 weeks.
