Why did the woman who breached the order once get 4 weeks jail, and the man that did it twice only get 21 days, served concurrently?

I'm going to start threading these, because the sentences are wildly different for people breaking the same law.
69 year old man gets 6 days jail.

52 year old man gets 7 days jail, suspended. 23 year old woman gets 7 days jail, suspended.
67 year old man gets 7 days jail suspended (for 2 contraventions!)
55 year old woman gets two weeks jail.
67 year old man gets 7 days jail suspended (for 2 contraventions!)
55 year old woman gets two weeks jail.
3 cases, again wildly different outcomes, and again, if you're a woman you're probably going to jail, and if you're a man, you might get off.
48yo woman, 1 breach - 10 days jail.
20yo man, 3 breaches - 8 weeks jail, suspended for 2 years
37yo woman, 3 breaches, four weeks jail.

We have a record breaking jail sentence (here's a shock, it's a woman).

46-year-old woman gets 14 days jail for two breaches.

67-year-old male sentenced to 6 days jail, suspended for 12 months, for trying to leave Hong Kong while in home quarantine.
A 19-year-old woman sentenced to 14 days' imprisonment, suspended for 12 months for leaving quarantine twice in a two day period.
Now see, that seems like it should be a jailable offence without suspension. I can't make heads nor tails of these decisions.
