i think a study group can be very effective at getting you from the 1-2 local communists you have to the 3-5 activists you need to start a new mass org...
but the idea that we must primarily build these organs that will bring Ideas to the workers, and then actual class struggle will naturally come about from this at an undefined later date, is petit-bourgeois idealism no matter how you try to dress it up
i'm reminded of this paragraph from a report on the maoist struggle in China's Jasic factories
to their credit, the chinese maoists correctly identified labor organizing as their primary task, but their dogmatic porting of WITBD led to similar mistakes as various "Ideology Dispersal First" US commies, and came directly from a similar pb/university background as those here
and as is so often the case, this petit-bourgeois line unintentionally selects for people with a similar petit-bourgeois background to its progenitors, creating a feedback loop which fortifies lines like this within the organization, selecting for more pb members etc etc
kevin rashid johnson also alludes to this cycle wherein "radical" pb bring their proclivity for abstract Intellectualizing into their work, preventing them from uniting with the masses in their practical struggles, and often end up back where the cycle began - university campuses
