Basically, the excuse to cancel the not-so-digital إخراج قيد is that their full-time employees “don't know how to use a computer”.
I really hope it’s not true & they are just pretending to not know how to use a pc to keep their old-fashioned techniques to facilitate bribery.

Since we’re paying their salaries to cover their professional hard work, let us dig into the Annual Budgets posted by MoF (2017->2020).

Assuming the ruling class adhered to their budget, since 2017, the authorities spent 51,984,583,000 LBP on the General Directorate of Personal Status.

During the last 4 years, we, the taxpayers only paid 376,169,000 LBP for their office supplies as the following:
Office stationery : 334,529,000 LBP
Books and newspapers: 33,300,000 LBP
Other office supplies: 8,340,000 LBP

Furthermore, in 4 years we paid:
489,900,000 LL for water, electricity & telecommunications to ask their wives what’s for lunch.
1,825,900,000 LL for office rentals and maintenance.
23,300,000,000 LL salaries of their permanent employees who don’t know how to use a computer.

To summarize things, those who saw their funds disappear, lost their jobs, purchasing power & future, paid 51,984,583,000 LBP to cover office supplies, water, electricity, telecommunication, office rentals, maintenance, salaries of employees & contractors.

Whenever you need to collect a document, they ask you for multiple stamps while they end up using half of them, the rest ends up in their drawers as an extra income.
Or you end up at the Mokhtar who’s simply a direct tax to steal your money to prepare your “required paperwork”.

Keep in mind while many were working remotely during the pandemic, not getting fully-paid these employees were sitting at home, taking a fully paid vacation (they don’t even know how to use a computer to work remotely).
