1/ The Minister of Health has the power, under the Act, to establish quarantine facilities and quarantine stations, used for the administration and enforcement of the Act, at any place in Canada https://www.mccarthy.ca/en/insights/articles/covid-19-can-they-do-part-vi-quarantine-act-and-aeronautics-act
2/ penalties for contravening the Act.

And the minister of health that will be making these decisions is the completely unqualified Patty Hajdu. Frankly this is why corrupt Trudeau has her in office. She is simply a rubber stamp.
