Have many relatives from Pavnaar. Bhave was a genuine Gandhian. And truly believed in land reforms but done voluntarily

In 1950s and 1960s, most of the large land tracts were owned either by big Maratha families or Brahmin families. They used to sublet it to others to work on it
The subletting of land used to be generational

One clause of the land reform was one who is actually tilling the land, ownership belongs to him

When this law was in preparations, Adv Gadgil was the main officer in charge of its proper legal drafting
The clauses were systematically leaked to specific families 11-12 months beforehand. It is not surprising that it were these families that emerged as the western MH sugar baron Jahagirdars mentioned in this article : http://kalchiron.blogspot.com/2013/09/maharashtras-sugar-lobby-entrenched.html?m=1
Quietly most of the lands belonging to these families or their loyalists were transferred to some one from the family or its traditional vassal/loyalist as place holder.

All those who were traditionally working on land tracts were sidelined in these cases.
Gadgil on the other hand did not leak this intel to other Brahmin land holders.

As a result, when kūL-kāydā (the law’s name in Marathi) hit, most large Brahmin families and many mid level Maratha families were caught unawares and were stripped off their assets
Good thing : it gave an asset to many OBCs and others that they could call their own.

Bad thing : This leakage mischief in YBC’s first term ensured entrenchment of sugar lobby Jaagirdari. It missed the whole point.
Many people blamed Gadgil to be a race-traitor who didn’t do leaking when all his colleagues were leaking info to their family/caste members like a sieve. 😀
Brahmins who were already driven out of villages of western MH in 1948 riots, were further alienated from rural India.

This move by YBC created a powerful blocks of Watandārs in each district. Subsequent story, I have told already.
