USA was faced with 2 options:
#1 - Adapt a foreign policy similar to their post-WW2 approach to enemy countries such as Germany, Italy, etc.
#2- to tell Russia to take a walk and remind them that they’re ‘just Russia’. Not the powerful Soviet Union.

The new Cold War was started by what was referred to as the “The Wolfowitz Doctrine” - foreign policy written in early 1990s in response to Yeltsin - by the USA. It called for “prevention of re-emergence —
of a new rival, either on the territory of the former Soviet Union or elsewhere that poses a threat on the order of that posed formerly by the Soviet Union."
The Doctrine deemed the US as the world’s only remaining superpower and willing to do whatever to keep it that way.

After the dissolution of the Soviet Union in 1991, bilateral ties remained warm between the George H. Bush and Bill Clinton administrations and President Yeltsin until the neoliberal “shock therapy" - the huge privatization and liberalization project designed by the World Bank.
The International Monetary Fund and the US Treasury - led to a nightmare Depression in Russia. As Russia struggled for survival, 3 former Soviet satellites - Poland, Hungary and the Czech Republic - were invited to join the NATO. This was the first punch and lie to Russia from US

Fast forward a few years, 9/11 happens, Putin was the first to call USA and offer help, which the US gladly accepted. He allowed USA to station their troops on Russia’s doorstep to ensure USA’s security.
USA took the offer and returned nothing in response to Russia but cold shoulder.
Point 3: The distrusting Putin of Today.
In 2007, in Munich, Putin speaks to over 20 nations and says that he now understands that NATO is not there to prevent terrorism. That it has nothing to do with security. He said he now understands what it’s real response is.

He went on and brought up how the USA started the aggressive move of expanding NATO towards Russia borders, breaking the promise and agreement it has made with the country a few years ago.
The alliance’s response was shocking.
They went on and said:
“We made that agreement with the Soviet Union. You’re Russia.”
This was effectively the point of no return and was when Vladimir Putin stopped trusting the west.
