I was unable to find any news or information on Giuliani's company World Capital Payroll - but apparently the business incurred expenses between $720,000 to $1.68M in 2019. To clarify - it appears that the company that received the PPP loan is the same company that lists Giuliani as CEO (same name and PPP address is the same as Giuliani's other company)

A quick clarification - corporate filings sometimes list the entity as 'foreign' - defined as an entity that is already formed in another jurisdiction, state, or country
