What if I told you "converting a golf course into badly needed housing takes years of fighting through spurious litigation" was a deliberate decision we've made rather than a physical law of the universe.
Yup. And NIMBY opponents of new housing understand that even if the lawsuits are ultimately thrown out of court and have zero chance of success, they are effective because they impose huge costs on developers, both in legal fees and in the costs of delaying the project.

NIMBY busybodies win, the guys doing impact studies win, the rich people who'd move into new construction if it were available just displace incumbent residents instead, and those forced out's opinions don't matter anymore!
