California has had a comprehensive, well-thought out plan to address climate change for decades now. But if *hypothetically* we suddenly needed to accelerate action, here are 5 potential urgency measures, among many potential ones: https://twitter.com/GavinNewsom/status/1303884781659144192
1) Fires: state of emergency & massive funding to accelerate fuel breaks & thinning, starting with most at-risk/populated areas, coupled with mandates for home hardening (fire-resistant building material+vegetation clearance).
2) Land use: emergency session on housing to focus all new growth in infill areas. Legislation to remove local zoning restrictions on density, starting with high-income areas near transit. Moratorium on new subdivisions in high-fire zones.
3) Fossil fuels: immediate statewide policy on phasing out natural gas in buildings (& promoting all-electric appliances) + all in-state fossil fuel production (see our @BerkeleyLawCLEE report for more details: https://www.law.berkeley.edu/wp-content/uploads/2020/04/Legal-Grounds.pdf)
4) Mobility: statewide action/$ support for congestion pricing + transitioning gas tax to a vehicle miles traveled fee, with revenues to transit/bike/ped infrastructure. Expedited permitting (i.e. CEQA exemption like in #SB288) for these VMT-reducing projects.
5) Zero-emission transportation: rebates for e-bikes & e-scooters and increased rebates for ZEVs (esp. for low-income residents), legislation to phase out internal-combustion engines by 2035, & accelerate existing @AirResources mandates on zero-emission transit and trucks.
