All hemp is CBD-dominant #cannabis. Dashed line below is 0.3% THC, which marks the arbitrary, legal definition of hemp in the US. As you can see, most CBD-dominant samples are above this threshold, and so are not legally considered hemp even though they are CBD-dominant.

A hemp farmer could grow a high-CBD #cannabis plant that falls below the dashed line in one harvest, then grow the same plant next harvest and see it fall above the line due to natural variation.

This is why policy should be based on science and data, not arbitrary rules.
