You cannot tell us you’re shutting down the city to avoid our healthcare system being overrun & then completely ignore data that we are now over-prepared for treating sick:

542 available ventilators
154 available ICU beds
1015 available hospital beds

You cannot tell us that data must show under 50 new positive tests for 14 straight days before moving to Phase 3, and then ignore the fact that we averaged 27 new positive tests for 18 days (8/12 to 8/30).
