Clearly still much to discuss between LDP-Komeito, within MOD and rest of bureaucracy as well as with US. Given Suga's connections to Komeito, and general lack of interest in foreign policy, don't expect him to go to the mat for foreign territory strike missions.
Current defense minister Kono Taro isn't that enthused, and more interested in China's maritime activities to the south. Perhaps a new DM aligned with Abe might be the driving force for officially realising the legitimacy of such missions
Will still require legislation, even if no 'reinterpretation' necessary this time around. Lots of time for absurd restrictions and conditions to be placed on hypothetical strike missions (CF. Hormuz Strait minesweeping in 2015 security legislation)
