The exception would be if you are leaving the office and stopping for a drink, at the store, or going straight to a ballgame and you want to lose the tie for comfort purposes. Also blazers and sportcoats are not business suits. You can wear a blazer or sportcoat without a tie. You should never substitute. Your navy suit coat is not a navy blazer and vice versa.

I guess if you live in Iran and might get sent to prison or worse for wearing a tie these rules do not apply.
