There are limits to how and when the president may call forth the military to do his bidding. This is known as the Posse Comitatis Act. (Section 1385 of title 18)

Another mechanism by which Trump may use military force to quell dissenters, is by use of the Stafford Act (42 USC 5121).
This act is designed to be used in the case of national emergencies, but that has not stopped Trump from using it to achieve his wishes before.
