1. Innovation & research are probably the least zero sum things in the world. The loss of the foreign students is no gain for US students.
2. Foreign students pay full sticker price for tuition and effectively subsidize domestic students. Tuition will go up now.

4. America is the innovation engine for the world. Fewer talented people in the US means fewer global public goods. It's a net loss.
