For folks wanting to get more engaged in City Council, you can stream sessions thru http://www.phlcouncil.com/watch-city-council/ or turn on channel 64 if you have cable.
If you're interested in reading a bill that's been introduced, bills are usually posted in the next 1-2 days on the city's legislative database - Legistar. You can search by topic, or bill number, or by who introduced it.

You can also use Legistar to see the schedule of upcoming hearings, as well as look at historic legislation that was passed or was introduced but died on the vine.
Also, TRANSCRIPTS GALORE. You ever read a law and go "what were they thinking when they passed this?" Great news, if it's relatively recent, you can download the transcript from the public hearing and find out.
