The typical bureaucratic mindset is a big hurdle in public service delivery. This mindset is about denying the problem, deflecting the problem and then as a last resort defending it without any logic. The statement of CCPO, Lahore on the issue of gang rape of women is an epitome
of this well entrenched mindset. It is not just him, the entire edifice of bureaucracy is based on this approach.
The lady called the motorway help line but instead of lending some help, the bureaucratic response was that it is outside their jurisdiction. Why people present such
lame excuses and get away with it? It is because such lame excuses/logic/argument is accepted not only by all tiers of hierarchy but also by a vast majority of people.
The real issue in this case is not the timing of travel by the victim. The crux of the issue is not that if she
had enough petrol in her car. The real issue is not that why she chose to drive alone with children? The real issue is why she was so unsafe on a busy road? Why people have no fear of state policing? Why criminal gangs are operating with impunity?
Why our roads/streets/schools/mosques/courts/residential buidings are unsafe/insecure?
It is not just the police or CCPO, it is the whole edifice of state that is falling apart. Our tools of social engineering, social control and social harmony are achieving the results
contrary to their stated objectives. We need to review our narratives, our doctorines, our choices of people to manage our affairs before it is too late.
