The state support that tech companies I run and know in North England want,
* Better public transport (like the Netherlands).
* Local power and institutions (like FrenchTech and France's PBI).
* More R&D where we are (like Germany).
* Power to train, retain, and attract talent.
* Access to as deep a pool of customers as possible (so I can sell more).
* Access to as deep a pool of suppliers as possible (so I can buy better services more cheaply).
And on state aid? I'm not that bothered, but I do think there's room for improvement,...
Specifically, the UK government and national institutions regularly and increasingly directly fund my competitors. The advantage of proximity to government is massive in the UK because of poorly policed state aid restrictions. I'd want them tightening not loosening.
