Persephone is almost always referred to as "dread Persephone." When Odysseus is tormented by ghosts, he believes Persephone is responsible. In almost every story that features both her and Hades, Persephone actively persuades Hades to act.

Why is she "dread Persephone?" We don't know! She and Demeter were central to an Arcadian cult that likely predated the greek dark age. Mystery cults kept their rites secret. We have no idea why she was so scary.

In fact, the ritual reenactment of Persephone's descent into and escape from the underworld (the Eleusinian mysteries) doesn't seem to feature Hades at all. Almost like his role as kidnapper was a later addition to create an inciting incident for an existing rite -R
of course, this theory only holds up if ancient greece had an established precedent of stripping power and agency away from goddesses whose domain and scope made them uncomfortable and reworking them to fit their acceptable social roles- oh hey aphrodite where'd you come from -R
