The unprecedented corruption in Namibia and the inability to deal with it decisively, is rooted in the appointments the head of these state institutions, established for that purpose: THREAD
These are the gov agencies that have a constitutional mandate to deal with corruption and other crimes: ACC, NamPol, the Prosecutor General, Auditor General, Ombudsman & the Judiciary...
The heads of these institutions are appointed by the the president on the recommendations of certain commissions, courtesy of our Constitution, e.g Chief Justice, judges, Ombudsman & Prosecutor General on the recommendations of the judicial service commission....
Inspector General on the recommendations of the Security Service Commission, ACC director by parliament upon nomination by president, Auditor General by the president on the recommendations of the Public Service Commission...

Judicial Service Commission: Chief Justice, Judge President, AG & two handpicked lawyers from the profession..
Security Service Commission: Chiefs of NDF, Correctional Service, NamPol & two members of the NA, nominated by the president..
Members of the Public Sercive Commission: Six members nominated by the president, & appointed by the National Assembly... you’ll then realize that it’s a clique of the same people reporting to one man(the president) who are deciding how corruption and other crimes are dealt with
The concept of the separation of power in Namibia has never been in force with our current constitution & statutory set up, it’s imaginary, this clique chooses when to be independent & not, you can’t me tell this arrangement is meant to deal with corruption on a serious note...
MY SUGGESTION: The power of appointments of these crucial & strategic positions should be vested in a parliamentary committee comprising of members from all political parties represented in parliament. The END!!
