Literally. As he's telling Woodward how serious it is, this is happening. And it gets worse.Instead of having the CDC deal with these repatriated Americans, they decide to have HHS/Administration of Children and Families (ACF) personnel handle it.
These HHS employees are completely untrained, and use no PPE.

Basically: he knew it was incredibly deadly, and had known for some time. Instead of doing anything to stop it, he threw gasoline on the fire.
Not only does he throw gas on the fire, he hampers efforts to put it out.
