Listening to the Woodward tapes... Trump has similarly explained his early coronavirus messaging before.

He told reporters April 7 that he’s a “cheerleader for the country” and didn’t want to “create havoc and shock” by speaking in dire terms.

In the Woodward audio, on March 19, Trump says, “I wanted to always play it down. I still like playing it down. Because I don’t want to create a panic.”

That last sentence - “don’t want to create a panic” - doesn’t appear in the WaPo news copy.
