First of all, context is very important. Outbreak does not equal epidemic or pandemic. An outbreak of a common disease may be 50+ cases. An outbreak of polio could just take a few cases. It's limited to a small area like a town or country. Pandemic would be global
Next, there are TONS of different types of vaccines. I won't get into the weeds on this one, but here are the basics.
Live: a very weak and altered cell.
Inactived: contain killed cells, parts of cells, or proteins
Most diseases only have one type of vaccine. However, some of them like the flu or polio have different types.
The flu shot is killed. The nasal flu is live.

What's the difference? Live vaccines have a minute chance of causing the actual disease they are aiming to prevent
Polio has both a live and killed vaccine. For most of its existence, we've administered the oral vaccine (live) all over the world. In 2000ish (in America), we switched to the shot (killed).

In areas where polio is eliminated (no new cases), the killed vaccine is preferred
However, in parts of the world where natural cases still occur, the oral vaccine is still administered for various reasons:
-you can administer the vaccine to multiple people from the same vial (you need new needles for the shot)
-it keeps better when traveling to remote places
-it's easy to train volunteers to administer (many places in India have local women who know how to administer the vaccine and this can help reach areas with little medical professionals)
Vaccines and other medical treatments often have patents. That means only certain laboratories can create and profit off vaccines.

When Jonas Salk created the killed vaccine in 1953, he did NOT patent it because he knew how important it was.
Albert Sabin created the oral vaccine in 1956 and also did NOT patent it. Due to a lot of history, money, and politics I will not get into, the oral vaccine was favored all over the world for much of the 20th century, despite its risks.
By not patenting the vaccine, it allows anyone to make it and distribute it across the world. It does NOT mean that they can alter the vaccine for malicious purposes. Bill Gates would not be able to alter the oral vaccine given all over the world due to ethics boards.
The Gates Foundation and other NGOs instead work to fund efforts to produce and distribute vaccines they had no hand in discovering. It would be like if they set up a food pantry to help. They did not make the food given out, but instead increase the access to it
