2. First, you have to understand how voting works in Georgia. If you show up at a polling place and your absentee ballot is already been received, the poll worker is supposed to let you know and you aren't allowed to vote. https://popular.info/p/seeing-double-in-georgia
3. If you are allowed to vote and your absentee ballot comes in later, it is not supposed to be counted.

So if anyone had their vote counted twice it is a result of ERRORS BY ELECTION OFFICIALS OVERSEEN BY THE SECRETARY OF STATE https://popular.info/p/seeing-double-in-georgia
4. So many, if not all of the people, who had their vote counted twice received incorrect or incomplete information from a poll worker.

Could they still be charged with felony fraud?

5. Fraud requires an element called "scienter." Scienter is a legal term which means a party had knowledge of the wrongdoing. In other words, Georgia law only applies to someone who intentionally attempts to vote twice. https://popular.info/p/seeing-double-in-georgia
6. Most of the coverage just took the Secretary of State at his word, amplifying his attempt at voter intimidation.
