I am glad that Cyril has heeded the call for a sexual offenders public registry, despite my own reservations about its effectiveness. It may seem like the silver bullet but there are no indications that it has the effect of reducing sexual crimes.
Some studies show that they actually have the effect of higher rates of recidivism because the offender is the disincentivised to reform. The public register acts as scarlet letter and can have the impact of one further committing themselves to a life of crime.
The solution is not to do nothing at all. But it is about a range of solutions whose impact has been measured and can be effective. A seemingly 'radical' solution which would not have the intended result of safer communities seems meaningless to me. Just like the death penalty.
I think what could be explored is a more victim centred approach to sexual violence. One which allows the victim to design a remedy that they would feel is just (with some 'legal' guidance) and the perpetrator accounts for their violence.
